And why go to all this trouble, anyway? I mean...this place is basically America, right? We have the draft....

A lot of people here are from other worlds, or dimensions, or at the very least other countries, so they're not technically American citizens. And a lot of people apparently have special powers beyond that of a normal human soldier, so maybe they're being trained for use as special weapons or something.
