So if there's a chance that this announcement was current and relevant, then any new person we see today could potentially be someone working for the Institute or the Government attached to it.

Maybe, but we shouldn't jump to conclusions. They could just be a new patient in need of help.

Everything a new arrival hears from his fellow patients can be easily found on the bulletin board anyway. I doubt there's anything that's escaped Landel's notice, regardless of his current status.

There's a possibility that they could be sleeper agents, even if they are people that others know from their homes. People brainwashed into acting as spies without their realisation. There are things that people don't post on the bulletin after all and betrayals, even unwittingly, are hard to overcome.

It's certainly a possibility, but those sleeper agents could have been planted among us weeks ago and we could be none the wiser. There's no harm in displaying common courtesy, though exercising a slightly greater amount of caution is understandable.
