It means they're gone, and probably brainwashed into thinking what the staff want them to believe. It's a painful truth, I'm afraid.

I wish I could explain better, but...I think it means the person in question was broken somehow. It would, I think, take exceptional effort to make most of us really believe the brainwashing.
