There's a lot of reasons. You might have to be more specific though. By bled out, you mean all their blood? Or just some of it? If it was taken away though, I'd say it's likely for some kind of diagnosis or possibly experimentation.

Like you said, it wasn't the 2nd floor, which makes it unlikely it was an experiment. I don't know of a monster from the bestiary I was given that has that specific trait of actually taking someone's blood. So either it's a monster I'm not aware of, or there's patients that are doing it. Unless of course they started doing experiments elsewhere in the building. Or the doctors or nurses are running loose or something. But that seems a little unlikely.
