To any that might have been at the Institute last night
It's obvious something has changed. Were there any differences at the Institute last night? And was there anything said over the intercom? A description or transcript would be very helpful.

[Fumbling]
Male voice: I guess you don't care anymore. About collateral damage. I always knew you were on your own side, you bastard.
[Sound of metal objects and objects dropping. The man curses]
Male voice: At least I would never stoop to
[Thumping stops. Sound of creaking and the moaning gets louder and louder. Sound of safety being taken off of gun]
Male voice: I was loyal.
[Sound of door breaking. Several shots are fired. A fight of some sort breaks out. The microphone is knocked to the floor in the struggle. The man cries out and there is a thump. Footsteps- not the first man's.]
Male voice: [laughs] You look worse than your dogs.
[Sound of glass breaking and a thump]
Male voice: [laughing still] Why? Revenge? You were always so short-si
[A crack and a cry of pain]
Male voice: I still have her! Her! Did your brain rot too? You can't get her if I'm dead!
[A silence. The man is grabbed (?) and whimpers]
Male voice: Neither can you.

Do you know who the male voice(s) may have belonged to? I only arrived here last night.

The first is Martin Landel, the head doctor. The second might just be Alec Doyle, also known as Jack. A former partner of Landel's, then an adversary. We were all quite sure he was permanently dead.

Doyle would leave a few items hidden throughout the Institute, their locations usually given through needlessly cryptic hints. He appeared twice in person, once posing as one of the 'patients', once at night to directly take requests for items from individuals. Before any of the items could be given, he was killed. It seems he has come back.

You might want to pick a less common language for use in your ciphers. Or a more difficult code. A substitution cipher simply is not enough.
