If they were human, if 'changing' was forced upon them, they would still retain their souls. They have none. As for this town, I've not checked, but I wouldn't be surprised if it was just another facet of Landel's game, yet another illusion mean to fool us.

There are a large amount of shinigami in the world I am from; we are a military organization. The world is too large, humanity too great in number, for a single soul reaper to handle it alone.

Here, as far as I can tell, there are ten of us held captive along with everyone else, though four of those (one being Grell) are not of the Gotei 13. There used to be more.
