I'm not sure any of us know exactly what the date is, because there's a point made to hide those dates.

That said, given your question and time frame, I think I know people from when you're from. I live in Los Angeles myself, though the last I remember, it was late February of 2017.

I think it's supposed to be at some point between 2006 and 2009, though I'm not entirely sure. I'd tend to think the latter more than the former. Time tends to act very strangely here.
