Trust me, there's ways of testing. Probably isn't worth it to go around giving these things warnings, but if they'd just keep in line and stop preying on people, they wouldn't attract attention enough to warrant getting shot at or whatever else it takes
It's right to take them out if they're being evil sons of bitches. In my experience, they usually are. Any sob stories they throw at you aren't enough to excuse what they do to innocent people.
What if your definition of 'innocent person' is loosely defined? What if your 'witches' in question were defending themselves? Unless your world has some kind of law in place which proactively goes against people with 'other' kinds of abilities a regular person wouldn't have, then what you're doing is nothing short of murder.
Mutants are humans who are born with an altered gene that gives them special abilities. Like advanced healing, telepathy, phasing through solid objects, generating fire - that kind of stuff. They're just like regular people, but there's a lot of racist jerks out there who can't see that.
Oh! I see. I just don't understand why people feel the need to attack others over things like that. It can't be helped - it's not like we have control over what we're born with. If that was the case, I'd look like Cutey Honey. :)
It's because they're scared. Which is ridiculous, because if they ever just talked to one of them, they'd see that there really aren't any differences at all. And besides, good and bad people in every bunch. Some mutants are crazy, but so are a lot of normal people. It's a case by case thing.
