He appeared in the chapel a few weeks ago, speaking to the patients there.
Several people tried attacking him or speaking out against him. The ones that got closest to him - physically - appeared to be stopped by some type of shield before being sedated heavily. Those who spoke out were also sedated heavily.
I didn't notice any gestures. It didn't freeze anyone, but if they bounced off, it wasn't dramatically. It was more keeping him protected long enough to get the attackers sedated, if that makes sense.
His reasoning was that he wanted to appear in front of the patient population - to 'reassure and encourage' us all. I think the truth behind it was to flout his power.
That'd be a pretty stupid move on his part...the more we know about his powers, the better prepared we'll be next time. It wouldn't be the first time someone's made a cocky mistake, but there's a good chance it was being used as some kind of distraction.
After the drugs wore off, were there any changes in the people who'd touched the shield? Unusual behavior, mood shifts, etc.
Well, I could be wrong, but the staircase down should be at the northern end of the large room, if the sun rises in the same place here as it does where I'm from, and if I hadn't lost my bearings completely on the way down.

I don't remember much about the shield - I know that I couldn't see it. He also had a pack of nurses and orderlies at the ready, too.
