But emotionally, I don't think it really counts until the first time you've had it with someone. That's exactly it--they can't. You're pretty sharp, kid. ... but still, you should be very careful. People might try to take advantage of you because of your age, thinking they can get away with it. So you gotta watch your back. That's why those laws are there--to discourage those who would do such a thing.
